Assistant Aviation Program Manager

On behalf of our client (Georgia Department of Transportation), applications are being sought for the position of Assistant Aviation Program Manager. The primary duties of this position are to manage the State Airport Aid Program and the Federal Aviation Administration State Block Grant Program under the Airport Improvement Program. These Programs provide financial assistance to local governments that own and operate public use airports. The position guides the State’s responsibilities under these programs to include grant management, contracting with local governments, developing policy for program implementation, tracking progress on measurable goals, tracking and allocation of state and federal funds, and developing a staff of aviation project managers to fulfill the obligations of the State under these programs.  A qualified candidate must be familiar with the Airport Improvement Program, airport capital planning, design, construction, project management and the safety aspects of airports in general.  

Further responsibilities include – Leading conflict resolution and problem solving encountered during complex project planning and development. Making recommendations to local governments regarding state and federal airport aid programs, project cost estimates, safety standards, airspace, and compliance issues. Performing liaison duties for the Aviation Program between state and local government officials, federal government agencies and other interdepartmental offices as a routine activity.  Additionally, because all Programs managed by this position have compliance requirements for accepting financial aid, this position is responsible for monitoring and resolving issues on non-compliance as a specific duty. This includes supporting internal and external project audits, occasional site inspections with department personnel and local officials when required and participating in project meetings when necessary.  

The Assistant Aviation Program Manager represents the government agency in the absence of the Program Manager and acts on their behalf when called upon to perform duties as delegated.

Minimum Qualifications: 

• Bachelor's degree in Aviation Management, Transportation Planning, Business, Engineering, or a related field

• Five (5) years’ experience managing airport projects and supervising staff or consultants in the administration of aviation projects and/or programs

• Excellent organizational skills with the ability to organize priorities and determine objectives/strategies to achieve assigned goals

• Experience writing technical documents and understanding/interpreting federal/state regulations, statutes, planning and design standards

• Experience using computer applications including spreadsheets and databases

• Committed to providing quality customer service

• Physical mobility necessary to maneuver over irregular terrain to conduct airport inspections

• Ability to understand financial concepts from multiple sources, apply complex rules, and navigate timing of available funds under various programs.

Additional Preferred Qualifications:

• Experience managing statewide and/or regional transportation projects

• Experience working with Federal/State/Local government agencies

• Experience managing capital improvement programs

• Experience managing Federal and/or State Grant programs

• Experience managing the FAA’s State Block Program

• Experience conducting FAR Part 13 informal compliance investigations

• Experience as a FAA Licensed Pilot

• Experience in the fields of Uncrewed Aircraft Systems (UAS) and Advanced Air Mobility (AAM)

Position Requirements: Full-time position with an office in Atlanta. The position further requires approximately 15% travel with some overnight stays. Successful candidates will be required to submit to and pass a drug test and criminal background check. 

 

Salary and Benefits: Salary range is $95,000 to $115,000 annually based on qualifications and experience.  A full range of competitive benefits is offered.
